Because it is set to 40, none of the breakthrough infections get reported, but all 100 positive cases get reported. As a result, we may end up with, "100 positive cases, none of them are in v-d people."
Again, they are NOT saying they are doing it but they are also NOT saying that they are not doing this. And of course, since May, the reporting of breakthrough cases was stopped altogether and God only knows how they are countering hospitalizations and facalities in v-d vs. unv-d. It could be that they are counting positive tests in unv-d who came to the hospital with a broken leg but not doing it for the v-d. Without them explicitly saying how it's being done, we can only be guessing.
My take: they are getting rid of the PCR test because they won't need it in the fall (may I please be wrong about this). This past year, they've basically had to make up a disease and use the fake PCR test to justify their lockdowns. They needed some scientific rationale because, without the news telling us there is a pandemic, no one would walk around thinking there was one based on their actual life experience. But... if the vaccinated get sick this fall, if they have other plans (e.g. 5G, starvation etc.) they won't need a test to prove to people that there's a pandemic. "Look! Trust your senses!" they'll say. And then blame this new 'Omega Variant' on the antivaxxers. The fact that they're losing the PCR test should unsettle us, not relax us. This isn't happening because we're winning, but because they're scheming. Again, I hope I'm wrong.

For which the only cure was the kill shot - or a hospital protocol of fentanyl, propofol and a ventilator. Why did the US have to import so many Chinese ventilators? I think CDC is removing PCR testing because Reiner Fuellmich legal group, Corona Ausschuss, is bringing their case before the International Criminal Court to argue its faulty and fraudulent intent. The ICC has already accepted the case to hear, which I believe is on the docket for November.
That could be one of the factors. But they are not removing PCR testing. All they are doing with this one is not extending their request for EUA for one specific test that they own, which makes it expire at the end of the year.
Another possibly (not my idea, but I find it clever) is that, with PCR tests withdrawn, there will be no alternative to the vaxx card. That is, a negative PCR test within a day of travel will no longer suffice as an alternative to the vaxx card, since PCR will be unavailable.

I looked them up, it seems they will have testing for more than SARS-COV2. So we will be seeing all sorts of more manipulative testing results long into the future to come. Hurray.

We are left to guessing.
